Tun’s Speech——TAN HOAY EAM MEMORIAL

It is with a sense of humility and deep respect for the late Dato’ Seri Tan Hoay Eam that I accepted the invitation to speak at this Memorial to him today.

Throughout his life-time in Penang he had worked very hard to advance not only his personal livelihood but also the quality of life for all Malaysian citizens, who have made Penang their home.

He and I both belong to the same generation of Malaysians of Chinese origin (warga Malaysia keturunan cina) whose family-roots trace back to HoSan, a village in Amoy (Xiamen), Fujian, China.

His ancestral home stands close to the main entrance into the village and mine beyond the bridge over the reservoir – which my paternal-grandmother, Chew Ee Neoh, used to constantly remind me is at “ko-nai chai yi t’ao”.

Today, we and our children, our children’s children – and in my case, my great-grandchildren– are all Malaysians by Constitutional Right. However, through the quirk of history - under British Colonial Rule (including the period of Japanese occupation during the Second World War) - he was considered a “sinkeh” and I a “baba”.

In 1937, at the age of seventeen, an unschooled Hoay Eam left his home in Amoy to come to Penang to work as a store-hand for his uncle, Tan Han Geok. He diligently worked hard to perform his duties and at the same time he dedicated himself to self-educate himself.

By 1941, he started working in business with the late Tan Boon Peng. Many of you will recall the multi-faceted nature of his enterprises – from Su Hock Pte Ltd., to Southern Rubber, then to Southern Steel and also International Footwear. He became a well respected member of the trading and business community in South-east Asia.

Without any formal scholastic education, such as what Malaysians enjoy today, the late Dato’ Seri Tan Hoay Eam developed a strong and deeply- rooted personal ethical and civic spirit “to return to the community the social advantages that he had received from the community”.

He strongly believed that the development of such a civic ethos can more coherently and strongly bind the national community together.

He was fully convinced that the essence of individual morality stems from the individual commitment to make one-self fit to serve the betterment of society as a whole.

Today, we all live peacefully together as citizens sharing a common destiny: we work and strive; enjoy and suffer; fade away and die as anak-anak Malaysians. (brother and sister Malaysians.)

Throughout his life-time, he persisted in developing his own personality and at the same time he also constantly nurtured a strong sense of social commitment to make Penang a better place to live in.

My personal relationship with the late Dato’Seri Tan Hoay Eam was particularly deep and profound. Our conversations were terse and succinct. The issues we raised were always carefully considered and the expressed opinions were absolutely honest.

To my mind, our lives ran along the parallel lines signified by the Taoist “T’ai-Chi” (the “yin-yang” symbol).

When Hoay Eam came to live in Penang, I was just about to begin my journey abroad. This started with my medical studies at Edinburgh University until I returned to work as a medical practitioner with my late father Dr. Lim Chwee Leong, at the Su-Beng Dispensary.

Because of the Second World War, my route home took me to China, where I did my “bit” until the Second World War ended.

In Hsinchiao, nearby Chongqing, I would pass some leisure-time listening to (Beijing) Peking opera-music and songs with my colleagues who worked with Dr. Robert K(oh) S(seng) Lim – the eldest son of the great Dr. Lim Boon Keng of Singapore.

My wife to whom I have been married now for more than sixty years was a great admirer of the late Mei Lang Fang.

Thus it was fated that soon after I returned to Penang with my wife, we met with and become close friends with Mr. and Mrs. Tan Hoay Eam. We were introduced by the late Mr. and Mrs. Low Hooi Seah to join the PENG-SEAH, Peking Opera “Social Club”. (I had been close friends with them since my boyhood days when I had played badminton and tennis with Mrs. Hooi Seah)

In those days, Hoay Eam was devotedly practicing to sing the roles of General Zhou Yu and of General Zhao Yun (episodes of the “Three Kingdoms”) and even as well as the role of the deserted wife of General Xie Ping Gui.

After the death of my father, I became more involved in British “colonial politics” and the early struggles to achieve early independence.

My friendship with Hoay Eam steadily developed when the problem of “red identity-cards” became a socio-political issue with the formation of the Federation of Malaya and when the British Colonial administration placed restrictions over the development of Chinese-language schools.

Hoay Eam and his colleagues supported the organization of the Penang Peking-opera Troupe to raise funds which benefited the Nanyang University in Singapore, the Penang Chinese Girls’ Schools and the Phor Tay (primary and secondary) Schools at Bagan Jermal.

With the attainment of Merdeka, especially in the decade of the 1970s, the late Dato’ Seri Tan Hoay Eam, Dato’ Choong Hun Leong and Dato’Koh Peng Teng led the Malaysian-Chinese community in Penang to strongly support the late Tun Abdul Razak, and the spirit of the Rukunegara that had been established by his leadership.

Their efforts were further augmented after our TunAbdul Razak had met Premier Chou En Lai, who assured him that with the PRC the issue of “dual nationality” for the Malaysian Chinese no longer exists.

They were spurred on by the spirit of eliminating social economic imbalances to strengthen National Unity. They focused their social efforts to resolve the British colonial policy of “Divide and Rule” which had split the Chinese community into clans and “kongsis”, into “towkays” and “coolies” and into “babas” and “sinkehs”.

During this period, through their efforts, the Chung Hwa Confucian Schools were moved to their Ayer Itam (primary) and to the Green Lane (secondary) sites. The Li Teik School was moved to the McCallum Street Ghaut reclamation site, and the Heng Ee School was expanded to serve the Jelutong area.

It is interesting to note Malay and Indian Malaysian students have studied and performed well in these schools.

Then, they demolished the old colonial “heritage” Chinese Town Hall and replaced it with the present building, which was completed in 1983 in time to commemorate the 100th Anniversary of the Chinese Assembly Hall.

A new memorandum and articles of association were promulgated, to meet the needs of the Penang Chinese Assembly Hall and the Penang Chinese Chamber of Commerce.

The new provision of a two-term for the President to hold office will lead to the evolution of a deeper national spirit for all Malaysians of Chinese origin – “warga-Malaysia keturunan Cina”.The “sinkehs” and the “babas” will become untied!

In addition, the late Dato’ Seri Tan Hoay Eam served the Penang Hokkien Association, the “YinChuan Tung” Tan Association, the Penang Buddhist Free School and institutions for the sick and aged. Especially after the death of the late Tan Sri Loh Boon Siew, he intensified his services in various capacities in the development of the Lam Wah Ee Hospital and its multi-faceted complexes of clinics and old-folks’ homes.

Even after he himself had been diagnosed as suffering from severe lung cancer, he persisted to work even harder in his various civic commitments.

Today, we are gathered together here in the Hall of the new Phor Tay School at Sungei Dua to pay our homage to his memory.

He had long been inspired by the concepts associated with Phor Tay or Bodhi, which reflects the human understanding of the spirit that pervades all forms of life in the universe. To him, the School represented the essence of his dedication to public social service.

He was convinced that sitting the Phor Tay School, adjacent to the Silver Jubilee Home, is correct. This is the last project initiated by the late Dato’ Seri Tan Hoay Eam.

I believe that he would have appreciated it for me to take this occasion to also acknowledge the far-sightedness generosity of the late Mr. Cheah Leong Keah, J.P., who originally donated the land for the Silver Jubilee Home.

To my mind, it is of special significance that this new building has been made possible with the support of the Trustees of the Silver Jubilee Home; I also take this occasion to thank them.

In former times, under different forms of Government and different social codes of conduct, the Home had basically provided housing and care to aged Chinese “sinkehs” who had been brought out here to work as “coolies”.

It was they who had built the early foundations of what Penang has become today – a better place for many other people to live in.Yet they themselves had nobody, no means to turn to when they become sick or old – and nowhere to return to in the places of their birth!

I am confident that with the guidance and support of the Venerable Wei Wu, this new school will enhance the peacefulness and social importance of Sungai Dua.

The complexes of civic and social institutions – the home for the aged, the hospital to care for the needs of the old and infirm, together with the new School to educate the young will provide more physical, civic and spiritual benefits to the “anak-anak Malaysia” living in Penang.

This occasion may well mark the coming of age of Penang as an integral part of the home-land for all Malaysians.

I thank all of you for your patience in listening to my humble tribute to the late Dato’ Seri Tan Hoay Eam, a simple hardworking “sinkeh” who grew up to become a true warganegara Malaysia by dedicating his life to make Penang what it is today - an epicenter of Malaysian civic and economic growth.
